To Balance Your Look
You want to:

1. Make your torso look slimmer and longer

Avoid body hugging dresses since they would only make your rib cage look wider.

Keep your top as plain as possible, especially around the bust area. Save the ornamentation (if you must use any) for down below. Deeper necklines all help. Do not wear trimming or other fluff up here. Vertical piping, though, is a good idea.

2. Do not emphasize your waist

Avoid horizontal lines. They will only make you look wider in the waist. Avoid belts and sashes. Avoid high fitting waists.

Most skirt styles work for you. Drop waist skirts are a good idea. Skirts with an open front slit, or short skirts (above the knee) all look good.

A-line dresses, if worn right, will look very good on you. You can choose to show your shoulders, or to cover them up, although the A-line tends to look better with open shoulders.

An empire cut style that widens out below to balance your top would also look good on you, although if you're short, it could make you look a little too wide.

3. Draw attention to your legs

You may choose a sheath (tight around the hips) dress that shows your legs. Short skirts also look good on you, especially if you're on the short side.

4. In general

Skirtwise, most things go. Only thing is, don't wear any that are too full or gathered at the waist. You will look kinda funny. Topwise, keep it simple, and don't tighten it at the waist.
